The fact is things have to comply, for example I know people have been prosecuted for having no vehicle insurance simply because even though they took out the insurance, the certificate has the registration number wrong by one digit. Therefore, the vehicle is *technically* not insured, despite the owner paying out for insurance in the first place and trying to do the correct thing. Ok, it's still the owner's responsibility to check their documents when they receive them for errors, and I can see why the Police still deem it as their fault. Same thing applies with these cameras. The law enforcement have them made, and it's their responsibility to ensure they all above board and correct.
