just a standard primer and paint will work fine!

Ph2 is solid rubber and doesn't like to be painted!

I need to do the same.

My plan is to use high build primer, sand between coats until it's all level then spray in satin black.

Or high build primer to make it level then wrap in black vinyl.

I've done this on a spoiler, try bumper filler. It's flexible so perfect to use on the spoiler. The. Just primer and top coat. Either paint or stone chip on top!
