If that's Peter Taylor I emailed him a couple of months ago and he said he was only doing stage 1s now. Worth asking him anyway.

Newman PH2's will get you just over 200, dunno on torque yet though, set to 1.4mm lift @ TDC you do really need machined cutouts to be safe unless you can guarantee the head has never been skimmed, or you use a repair gasket.
