As long as the ECU has been soft unlocked, you can cut pins 27 and 48 and stop it from ever locking again. Yes

Have you tried leaving the key in the ignition on second stage for say an hour ? It may have a lock out feature ?

Good point Chris, although surely it would only lock out if the code had been incorrectly entered a number of times?
