Isnt it a diagnosis plug so Peugeot can see what the engines problem is?

No. The diagnostic connector is next to the ECU on a phase 1, and phase 2 and 3 cars have an OBD port inside the car behind the fusebox cover.

Since it seems no one know what this plug is for i can tell you guys that its used in could countries for a heater the breather hose. I think you will find on lower near the bottom end of the breather hose from the bottom. Up here in Norway we need little heating as the breather freezes and we get a blow out of engine oil..
