Another vote for ICV. When they stop working they stay in the position it was last in. This would be in a retracted position therefore letting too much air through. When they stick in the extended position it won't allow any air through so the car won't idle at all. The best way to check is by removing the ICV whilst leaving it plugged in, Then get someone to turn the ignition to position 2 if the ICV is working then you should see it move into its desired position.
