Hi guys

I've got a problem with my spring loaded auxiliary belt tensioner (it bounces up and down on idle, causing the belt to vibrate) i've noticed a wine like sound coming from the power steering pump, could this be the problem? Tempted to just weld the tensioner up solid just to shut it up. I would be most greatful if anyone could give me a rough idea what could be causing the tensioner bounce, btw its had a brand new crank pulley, and manual tensioner, so you can rule them out.
