This happened when i had my mk1 D-turbo a few years ago it was the rheostat which in that model of airbox was located under the near side scuttle pannel, underneath the pollon filter where the heater air intake is. Down inside there behind the flap is the rheostat. if you twist and pull it out and find the terminal with a live, bridge it to any one of the other terminals and the fan should work on full power. If it does this then the rheostat is at fault.
