My guess would be the crankshaft pulley on your engine is fooked, and the outer part has rotated independantly of the inner part - so the timing hole is in the wrong place.

The angle between the keyway and timing hole should be 75 degrees.

You may have to re-build it again if it locked up when turned over by hand - depening on how hard you were doing it.

The valves bend very easily.

how did you set them by marks? there are none, you use pins.

as Rich said, the bottom pulley is often damaged and places the pin hole in the wrong place and if you have forcefully turned it over by hand you will bend the valves.
