Ok so ive done a search or two and everyone seems to say the same thing about lambda, map and icv etc but I have not seen anyone describe the problem with one of my symptoms.
Problem has only occurred since its been really cold, before the snow and steadily worse since.
The engine can be hot or cold, idling or in gear, under acceleration or cruising basically at any given moment without any warning.
The car has not been using excess fuel or under performing when working correctly.
But what keeps happening is a sudden loss of power and complete absence of response from the throttle for maybe 5 to 10 seconds. Once the car comes back to life the engine tone is lumpy and the exhaust is gurgley until such point as the de-cat allows it to pop, as if the engine has just dumped a chamber full of fuel into the exhaust. I will of course be cleaning all the accessible sensors first and I'll try disconnecting the lambda but can anyone shed any light to any other possible causes?

Thing is I see it this way,
if it were the lambda then I would be using more fuel - I'm not
if it were the ICV then would only be when idling - its not
the thermostat sensor surely would only be when the car is cold but then if there is a gap somewhere in the housing could that cause the problem as the surrounding air is of course a lot colder than normal?!?
MAP - probably the best place to start
Coil Packs - have not been changed since I've had the car which is 2 and a half years now of which 10 months was spent stood going nowhere. One has already been replaced after suddenly going without warning.

Check your plugs, if a coil pack is playing up the it should be fairly obvious when you look at them as you will not be getting a good clean combustion on that cylinder.
If you want second hand ones i have a full set off my xsara ill do you however many you want/need cheap

Ok so I cleaned the MAP and ICV with no improvement I also gave the fuel some engine treatment, the journey to go and buy it was awful, stalling and spluttering at every opportunity. After some fresh fuel and a full bottle of treatment the journey home was trouble free to touch wood it may have simply been some dirt in the lines or on the plugs but I'll see what happens.

When was the fuel filter last changed?

Damp around the spark plugs could cause problems, won't necessarily do it from cold, more when warmed up.

I'd have to check with Carl but he may have changed that as part of the overhaul he gave the car this time last year. The problem does take 5 or so minutes to rear its ugly head after start up.
