I have currently got the xu7jp4 block which for convenience i rather stick with.
I thought that it would be a no brainer to start with the xu10j4rs but a quick scan though rally car specs.
xsara wrc - xu7p4
c4 wrc - xu7jp4
206 - XU9J4
207 super 2000 -EW10J4S
307 wrc - xu7p4
All around 300hp and 2000cc in displacement
which will be the easiest and cheapest ?

All things being equal, it's easier and cheaper to achieve a given power figure with a larger capacity engine than a smaller one.

Getting an XU7 to circa 2 litres is a significant expense in its own right, with new liners, pistons, and crank. The reason that it's used in competition cars is that it's lighter than the iron block 2.0 litre engines, and the cost factor is making it 2 litre is comparitively insignificant against the rest of the costs building and running of the car.

The cheapest way that I can think to achieve 240hp using an engine that'll go into a 306 would probably be using a 2.0 8v Turbo engine, changing the turbo and running aftermarket management. Depends what you're doing of course, as for competition use, a turbo will likely bump you into an uncompetative class.

This is for a long term project for road and track day use.
New forged pistons and crank are planned.
Originally i thought a xu9 based crank and con-rods
and xu10 pistons, unfortunely i don't 86mm liners will fit ?

there aren't any 86mm liners as far as I know, the WRC engines were 85mm with an 88mm crank, basically the same dimensions as the later alloy block dry lined EW10.

85mm liners can be found, but will more than likely be custom made which would not be cheap for just 4.

are you bound to 2000cc? a recipe that has worked with good success of late is a 2.2 Iron block XU consisting of an overbored XU10 engine to 87 or 88mm, with an 88mm crank.

As for the S/C argument, I think it'd be very close bhp/

Having done the SC conversion myself, I found it a very simple way of getting 250bhp whilst still retaining the same fuel consumption and driveability, it also means that it can be swapped onto any replacement engine without a lot of trouble in finding specialist bits.
